Many housing blocks built in the 60s and 70s need fundamental renovation. Problems of waterproofing, carbonation of concrete, poor thermal comfort or pipeline ruptures increase each year. In practice, a fundamental energy renovation, however, is almost impossible because of the many technical, financial and organizational difficulties.
